Small Industries Development Bank of India [SIDBI], set up under an act of Parliament in 1990, is the Principal Financial Institution for the Promotion, Financing and Development of Micro, Small & Medium Enterprises (MSMEs) in India.  SIDBI also has the mandate for coordinating the functions of all the institutions / agencies engaged in similar activities in India.  As an one stop shoppe and solution centre, it reaches out to the entire value chain (Micro Finance > Missing Middle > Small and Medium Enterprises) by extending Promotional (SET UP) and Developmental (STEP UP) support.  It is supplemented by bouquet of financial services to MSMEs covering  (a) Refinance to all Financial Institutions including banks, state entities, Micro Finance Institutions (MFIs), etc for onward lending to MSMEs and (b) Direct assistance to MSMEs.
